This design by Mrs. Irene Riddle of Eutaw, Alabama, was sent by William T. Riddle, on 21 February 1861, to Stephen Fowler Hale, an Alabama’s delegate in the Provisional Congress of the
Confederate States. Its 15 stars express the optimism felt by many that all of the slave holding States
would eventually join the Confederacy.

Five of the eleven designs submitted by someone identifying himself only as “West”. The use of the crescent in several designs hint that “West” was from South Carolina. His other submission are in the section titled Modifications of the US flag.
